can we use openshift operators to achieve 'infrastructure as service' instead of templates

I have a general doubt about Openshift templates and operators.

I have been reading articles in internet regarding on how we can achieve Infrastructure-as-Code and it refers to templates. For templates, we need to have additional framework called openshift-applier for easily automation of workflows for managing workloads in OpenShift projects. I think operators also does the same thing as templates.
